Salary Benchmarking in the UAE

Data From 2,500+ Organisations  |  27+ Universities  |  4 Weeks Start to Finish  |  UAE and GCC

Tuscan Consulting runs salary benchmarking for organisations in Dubai, Abu Dhabi and across the GCC. We compare what you pay with what the market really pays, job by job, using our own data from more than 2,500 organisations in the region.

Every salary sends a message. Pay too little and your best people start taking recruiters' calls. Pay too much and the budget leaks, quietly, every month. Most organisations sense that something is off. Few can say exactly where. A benchmarking project shows you where, and what it will cost to fix.

Our consultants match each of your jobs to the market by what the job actually does, not by its title. Then we compare basic salary, allowances and total cash at the 25th, 50th and 75th percentiles, and we cost every gap before you decide anything. Most projects take four weeks.

Organisations that have trusted us with their pay work include:

Government of Dubai
Government of Abu Dhabi
Emirates Nuclear Energy Corporation (ENEC)
MBC Group
Almana Hospital Group
Union Properties
Fujairah International Airport
Al Qudra Holding
TOA Corporation
Credit Information Network Company, Kuwait

What do you get from a salary benchmarking project?

A clear answer for every role, and a plan you can take to your board. Each project gives you six things.

  • A market match for every job

Each job is matched to the right market role by its content, level and scope, using a globally recognised point-factor job evaluation method.

  • Pay ranges at P25, P50 and P75

For basic salary, housing, transport and other allowances, total guaranteed cash and variable pay.

  • A gap report

Where every role and every employee sits against the market, shown as a compa-ratio, so you see who is above, at or below.

  • Salary ranges by grade

A minimum, midpoint and maximum for each grade, set at the market position you choose.

  • The cost of closing the gaps

What it would cost to move each role to your target position, by person, by department and in total.

  • Allowances and benefits practice

How the market handles medical cover, education, air tickets, leave and end of service benefits, so you compare like with like.

You also get a written report, the working spreadsheet behind it and up to two sign-off meetings with your leadership team.

How does salary benchmarking work?

Four steps, usually over four weeks. Kick-off is normally two weeks after you sign.

  1. Week 1

Agree the market and match the jobs

First we agree who you compete with for people: sector, size and location, from Dubai and Abu Dhabi to the wider GCC. Then we review your job descriptions and payroll data, and match each job to the market by content and level. Titles mislead. A "manager" in one organisation leads a team of 40. In another, nobody reports to them. No grading structure yet? We build one as part of the project.

  2. Week 2

    Pull the market data

We draw pay data for each matched job from Paylense and our sector datasets, and cut it to your comparison market. You see P25, P50 and P75 for every pay element.

  3. Week 3

    Find the gaps

We compare every role and every employee with the market. We flag who sits below P25 or above P75, and where similar jobs inside your organisation are paid differently.

  4. Week 4

    Cost it and decide

We model salary ranges at the market position you choose, such as P50 or P65. We cost each option, then walk your leadership team through the choices so you can sign off with confidence.

What do P25, P50 and P75 mean in a salary benchmark?

They are points on the market's pay scale for the same job. Line up what every organisation in the sample pays for a role, from lowest to highest. Then read off the points.

  • P25A quarter of organisations pay less than this. Paying here keeps costs down, but hiring gets harder.
  • P50The market median. Half pay more and half pay less. Most pay policies are anchored here.
  • P75Only a quarter pay more. Organisations pay here for scarce skills and critical roles.

Your compa-ratio is your pay divided by the market median. A compa-ratio of 0.88 means you pay 12% below the median. That is exactly what one of our university clients found.

Where does our salary data come from?

From our own data, collected directly from organisations in the region. It lives in Paylense, our AI pay benchmarking platform.

2,500+organisations in the UAE and the GCC, from banking and energy to retail and healthcare
27+universities in the UAE and Saudi Arabia in our higher education data
6GCC countries covered, plus 75+ countries for multinational groups

Gulf pay is built differently. Housing and transport allowances, end of service gratuity and the gap between free zone and mainland packages all change what an offer is really worth. Our data captures them, so you compare full packages, not just basic salary.

It also goes where most data does not: sports organisations, not-for-profit bodies, education and higher education. Want the numbers on demand between projects? Paylense gives your team market pay ranges by role, level and sector.

Is a salary guide enough?

A salary guide is a good place to start. Our UAE Salary Guide 2026 projects a 4.1% average salary increase for 2026. But a guide prices job titles across the whole market. A benchmark prices your jobs against the organisations you actually compete with.

Case study: a UAE university paying 12% below market

The university had 245 staff and a quiet problem. There were no clear grading rules, so people in similar roles earned different salaries. Leaders suspected they had fallen behind the market. They had nothing to prove it.

In four weeks, we evaluated and graded 80 roles. Then we benchmarked pay against other universities, using our higher education data from 27+ universities in the UAE and Saudi Arabia. The answer was clear. The university was paying 12% below the market for comparable roles.

12%below market at the start
80roles evaluated and graded
4 weeksfrom start to finish
<5%turnover over the next two years

We built a new salary scale from the grades and the market data, and costed it before rollout. Leaders knew exactly what closing the gap would take. Over the next two years, employee turnover stayed under 5%. Read the full university case study.

We have done the same for a UAE oil and gas company, benchmarking pay against sector peers. And for a GCC retail group with more than 40,000 employees, where 950 job roles became 90 before every one was graded and priced against the market.

When should you benchmark salaries?

  • Before your annual pay review or budget, so increases go where the market has moved.
  • When good people leave over pay, or candidates keep turning your offers down.
  • Before you launch a new grading structure or salary scale.
  • When you merge entities or bring pay into line across a group.
  • Before an IPO, when boards and investors ask how your pay compares.
  • When you open in a new emirate or a new GCC country.
  • When you set pay for UAE nationals as part of Emiratisation.

Benchmark at least once a year. For fast-moving roles in AI, cybersecurity and banking, every six months.

Do you benchmark salaries in Dubai, Abu Dhabi and the rest of the GCC?

Yes. Pay in Dubai is not pay in Abu Dhabi, and neither is pay in Riyadh. We cut the data to where your people work. In the UAE we cover Dubai, Abu Dhabi, Sharjah and the Northern Emirates, for mainland companies, free zone companies, ADGM entities and government bodies. Across the GCC we cover Saudi Arabia, Qatar, Oman, Kuwait and Bahrain.

Our consultants work from our head office in Dubai and come to you. See our work for organisations in Abu Dhabi, and our Saudi Arabia salary guide for KSA pay.

How does benchmarking fit with the rest of your pay work?

Benchmarking tells you where you stand. The next steps turn that into a structure. Job evaluation and grading gives every role its place. Our compensation and benefits consulting team then designs the full package, from allowances to bonus schemes. The three work best as one project, just as they did for the university above.

Frequently Asked Questions

What is salary benchmarking?

Salary benchmarking compares what you pay for each job with what other organisations pay for the same job. A good benchmark covers basic salary, allowances, total cash and variable pay. That matters in the UAE, where allowances often make up 30 to 40% of the package.

What is the difference between salary benchmarking and a salary survey?

A salary survey collects pay data from many organisations. Salary benchmarking uses that data to compare your own jobs with the market. Our benchmarks draw on Paylense and on our GCC compensation and benefits survey.

How much does salary benchmarking cost?

It depends on the number of jobs, entities and countries in scope. You get a fixed-fee quote after a first conversation, before any work starts.

How long does salary benchmarking take?

Most projects take four weeks from kick-off, and kick-off is usually two weeks after signing. For one UAE university, we graded and benchmarked 80 roles in four weeks. Groups with many entities or countries take longer.

Where does your salary data come from?

From Paylense, our AI pay benchmarking platform, which holds data collected directly from more than 2,500 organisations in the UAE and the GCC. For universities, we also use our higher education data from 27+ universities in the UAE and Saudi Arabia.

Do you benchmark allowances and benefits, or only basic salary?

Both. We benchmark basic salary, housing, transport and other allowances, total cash and variable pay. We also compare benefits practice, such as medical cover, education allowances, air tickets, leave and end of service benefits.

How often should we benchmark salaries?

At least once a year, ahead of your pay review. For fast-moving roles in AI, cybersecurity and banking, every six months.

Can you benchmark salaries for Abu Dhabi and Saudi Arabia?

Yes. We show how your pay compares in Dubai, Abu Dhabi, Riyadh and across all six GCC countries, for mainland, free zone and government organisations.

Is our payroll data kept confidential?

Yes. We work under a non-disclosure agreement, and our case studies never name the client. Market figures are shown as percentiles drawn from many organisations, so no single organisation's pay can be seen.

Can our HR team use Paylense instead?

Yes. Paylense gives your team market pay ranges on demand, for offers and pay reviews. A benchmarking project adds job matching, analysis and a costed plan from our consultants.
